I recently received the FA changes to the mandatory standard code of rules all youth leagues must use. For season 2008/09 it has serious implications for U8's. The following additions to existing rules are made.

FA RULE CHANGE 1: "To play in a KO Cup game or a game where points are awarded, or results collected, a player must have achieved the age of eight on or before 31st August 2008."

This means if a child wants to join and play in an U9's team that child must be 8 years old on the 31st August 2008. This applies for the whole season. So if a child is 8 years old on the 1st September 2008 they are a day too late and must play as an U8 for the whole of season 2008/09.

FA RULE CHANGE 2: "In Mini Soccer points can only be awarded for Under 9 Competitions."

The second rule is badly worded, it means U9's and above not just U9's can be awarded points.

It's no good moaning at the League about it they are FA rules as we do appreciate issues it may cause clubs.

You will notice it has changed and more information is required. Before you all moan let me explain the reasoning behind it.

Next season all managers and assistants will be required by law to have had a CRB check therefore the certificate numbers are required for the forms.

Also I have asked for the details of your Club Welfare Officer this is to assist the League Welfare Officer in maintaining good behaviour by knowing who to contact.

I have incorporated the U7's entry form into the main form and all the age groups sections now ask for both the managers and assistants details and on the same form they both sign to agree to abide by the code of conduct.

Instead of a separate form for qualifications it is now in each age groups section. This will assist us in identifying who has not been trained and we can target them for the subsidised training.

It has also been suggested that in these days of Sat Nav the postcode for the grounds would prove useful so please include them where you can.

Hopefully asking for all the details on one form will make the club secretary's job easier.

The FA has agreed to extend the experiment into mixed football for another season to help Brunel University get all the data they require.

This will be for Season 2008-09 only and for girls aged under 12, under 13 and under 14. As League Secretary, I am required to complete a form and send it to the FA before 1st August 2008 to request dispensation to take part in this experiment.

To complete this FA form I need a list of those clubs who wish to be involved, and the name, phone no. and email of the club secretaries, the age banding and number of girls per team (please note there is a maximum of 4 girls per team allowed).

Without this the league and therefore the teams cannot participate in the experiment.

I appreciate it is early days and this season is not over yet, but people have been asking me if I know what was happening and I know, you know! Please let me have the details by mid July (don't worry I'll be sending out reminder emails!)

As you will know by now the League is investing up to £15,000 in the development of its members by subsidising the training of all team coaches at all ages based on next season age groups.

Goalpost Safety: Please note that metal cuphook-type fittings for nets are banned from the start of the 2007/08 season. For safety reasons all referees have been instructed not to start matches where such fixings are evident. Nets should only be secured by plastic hooks or tape and not by metal cup hooks. Any metal cup hooks must be removed and replaced. We have already had one situation where this has arisen this season. If you teams goalposts still have metal cuphooks please take action now or else you will not be allowed to play your home matches.

Revised fixtures for matches originally postponed may still subject to a disciplinary review and the match may still be awarded (even if already rescheduled or replayed).

Teams must be prepared to play every weekend during the season including "available to play" and free (cup) weekends. Normally, at least five days notice will be given for re-arranged games.
